FLC Chair Presents Working Paper on Federal Fiscal Architecture
Kathmandu, Jan 27, 2026 – The Federalism and Localization Center (FLC) Chair presented a working paper during an interaction program organized by Federalism Enablement and National Concerns Committee of the National Assembly, focusing on issues related to federal fiscal arrangements, including revenue, expenditure responsibilities, and institutional coordination among the three tiers of government.
The programme, held in the presence of the Rt. Honorable Chairperson of the National Assembly, brought together policymakers, senior officials, and experts to deliberate on the financial dimensions of federal governance, challenges in service delivery, and the sustainability of the federal structure.
Presenting the working paper, the FLC Chair emphasized the need to clearly map the number of public institutions, service-providing and regulatory bodies, and the financial obligations of federal, provincial, and local governments to ensure transparency, efficiency, and fiscal discipline. The presentation highlighted the growing expenditure burden related to security forces, civil servants, teachers, and public institutions, and underscored the importance of evidence-based fiscal reforms.
The interaction aimed to support parliamentary deliberations on strengthening federal governance through informed policy dialogue and data-driven analysis.
