Landmark Interaction Program on Federalism and the National Assembly Held in Kathmandu
On December 24, 2024, a landmark interaction program on "Federalism, the National Assembly, and the Way Forward" took place in Kathmandu. Jointly organized by the Federal Parliament's National Assembly and the Federalism and Localization Center (FLC).
The program was graced by the Right Honorable Chairperson of the National Assembly, Narayan Prasad Dahal, as the chief guest, alongside the Honorable Vice Chairperson, Bimala Ghimire, as the special guest. Out of the 59 members of the National Assembly, an impressive 40 members participated, with 33 actively contributing their insights during the discussions.
Key Remarks from the Leadership
Chairperson Dahal highlighted the historic nature of the program, calling it a "landmark event in the history of Nepal's National Assembly." He emphasized the critical role of the National Assembly in protecting, developing, and sustaining the achievements gained through prolonged struggles, and acknowledged public expectations for economic prosperity, good governance, legislative processes, and social justice. Dahal stressed the Assembly’s responsibilities in meeting these aspirations, despite challenges encountered thus far.
Vice Chairperson Bimala Ghimire underscored the importance of collaboration between the National Assembly and provincial and local governments to strengthen Nepal’s federal governance system. Her remarks set the tone for meaningful discussions on pressing provincial and national issues.
Presentations and Discussions
Dr. Khim Lal Devkota, chairing the program, presented key provincial issues raised during interaction programs held across all seven provinces. He emphasized the importance of addressing these challenges collaboratively. Similarly, Dr. Surendra Aryal, Secretary of the National Assembly, delivered a working paper outlining the practices and future tasks of the Assembly to enhance federalism.
During the discussion session, opposition leader Narayan Kaji Shrestha recounted challenges faced during his tenure as Home Minister, including resistance from senior leaders while drafting the Civil Service and Police Acts. Leaders such as Beduram Bhusal (Unified Socialist Party), Krishna Bahadur Rokaya (Chief Whip of the ruling party), General Secretary of the Parliamentary Secretariat Padam Prasad Pandey, and Secretary Dr. Rojanath Pandey also shared their perspectives.
National Assembly members representing various provinces shared their views, reflecting a wide range of regional perspectives. The program witnessed participation from:
Sudurpaschim Province: Narayan Datt Bhatt, Taraman Swar, Madankumari Shah (Garima), and Renu Chand.
Koshi Province: Sonam Geljen Sherpa, Indira Devi Gautam, and Rukmini Koirala.
Karnali Province: Bishnu Bahadur B.K., Uday Bahadur Bohara, Sumitra BC, Maya Prasad Sharma, Nar Bahadur Bist, and Savitri Mall.
Madhesh Province: Puja Chaudhary, Urmila Aryal, and Tulasa Dahal.
Lumbini Province: Jag Prasad Sharma, Yubaraj Sharma, Bishnu Kumari Sapkota, Rajendra Laxmi Gaire, Gopal Bhattarai, and Jhakku Subedi.
Bagmati Province: Shrikrishna Adhikari, Ganga Kumari Belbase, Bishnu Devi Pudasaini, and Jitjung Basnet.
Gandaki Province: Padam Pariyar, Suresh Alemagar, Kiran Babu Shrestha, Bhuvan Sunar, and Kamala Pant. Additionally, Ms. Anjana Shakya, nominated by the President, also shared her insights.
FLC’s Contribution and Achievements
The Federalism and Localization Center, established in August 2024, has quickly become a key player in advancing federalism in Nepal. Within a month of its inception, it successfully organized federalism-related interaction programs across all seven provinces in collaboration with Chief Ministers’ Offices. This level of coordination demonstrates the FLC’s commitment to fostering inclusive governance and enhancing intergovernmental relations.
During the program, MPs expressed their enthusiasm for working collaboratively with the FLC to further the cause of federalism. The constructive dialogue and overwhelming participation underscored the National Assembly members’ strong commitment to strengthening federalism.
The program commenced with a welcome speech by Executive Director Prakash Pantha of the FLC. Dil Kumari Rawal Thapa (Parvati), a board member of the FLC and former Chairperson of the National Assembly’s Committee, extended a vote of thanks to all participants. This event set a precedent for meaningful collaboration among lawmakers, experts, and institutions dedicated to enhancing Nepal’s federal governance framework. The insights and commitments shared during this program lay a strong foundation for future partnerships and initiatives to strengthen federalism in Nepal.
