Interaction Program on the Effectiveness of the Provincial Assembly and Intergovernmental Relations

A one-day interaction program on the Effectiveness of the Provincial Assembly and Intergovernmental Relations was successfully concluded on Poush 09, 2082 (B.S.) in Biratnagar. The program was organized by the Federalism and Localization Centre (FLC) in collaboration with the Koshi Provincial Assembly Secretariat, with the support of the SDC/Helvetas Nepal (PSP).

The program was chaired by Honorable Deputy Speaker Ms. Srijana Danuwar, with Honorable Speaker Mr. Ambar Bahadur Bista as the Chief Guest and Honorable Minister for Internal Affairs and Law Mr. Rewati Raman Bhandari as the Special Guest. The event was attended by Honorable National Assembly Member Mr. Gopi Bahadur Sarki Achhami, parliamentary party leaders of the Koshi Provincial Assembly, chairs of thematic committees, chief whips and whips, Members of the Provincial Assembly, the Chief Secretary of the Koshi Province Government, the Secretary of the Provincial Assembly, and officials and staff of the Provincial Assembly Secretariat.

During the program, Dr. Khimlal Devkota, former Member of Parliament, federalism expert, and Chairperson of FLC, presented a paper on the status of federalism implementation in Nepal, highlighting key learnings, experiences, and issues related to intergovernmental relations. Likewise, Mr. Dhruva Prasad Ghimire, former Secretary of the Federal Parliament, delivered a presentation on parliamentary oversight tools and parliamentary practices, emphasizing how parliaments and parliamentary committees can enhance government accountability and responsiveness.

Similarly, Ms. Yam Kumari Khatiwada, former Secretary, presented on gender inclusion, gender-responsive budgeting, and the role of provincial assemblies in post-legislative scrutiny. Mr. Sudarshan Khadka, Secretary of the Koshi Provincial Assembly, presented on delegated legislation, post-legislative scrutiny, and the role of parliamentary committees in monitoring government assurances. In addition, Mr. Prakash Pantha, former Member of Parliament and former Chairperson of a parliamentary committee, shared good practices from the Federal Parliament.

The interaction program made a significant contribution to strengthening a shared understanding of provincial legislative effectiveness, parliamentary oversight, and intergovernmental coordination within Nepal’s federal system.
