Interaction Program on Budget Mapping of Key Ministries Successfully Held in Kathmandu

An interaction program focusing on budget mapping of the Ministry of Agriculture and Livestock Development and the Ministry of Labour, Employment, and Social Security was successfully completed today at Kathmandu. The event was organized by the Federalism and Localization Center (FLC) to promote informed discussions on budget formulation and allocation processes under federalism.
The program was graced by prominent participants, including Hon. Kusum Devi Thapa, Chair of the Agriculture, Cooperative, and Natural Resources Committee of the House of Representatives, and Hon. Abdul Khan, Chair of the Industry, Commerce, Labor, and Consumer Rights Committee. Other notable attendees included Gopi Bahadur Sarki Achhami, Chief Whip of the Opposition Party in the National Assembly; Rupa SHo.Si. Chaudhary, Whip of the Main Opposition Party in the House of Representatives; and Hon. Bhanu Bhakta Joshi, a former Minister for Federal Affairs and General Administration and member of the House of Representatives' Agriculture Committee. Their contributions reflected their significant expertise and commitment to advancing federal governance.
Several members of the Agriculture and Labor Committees also participated, including Ms. Rekha Yadav, Ms. Saraswati Subba, Ms. Sita Mizar, Ms. Kantika Sejuwal, and Ms. Shanti Chaudhary. Representing the National Assembly’s Federalism Committee were Mr. Uday Bahadur Bohara, Ms. Bishnu Kumari Sapkota, and Ms. Rajendra Laxmi Gaire. In addition, Hon. Ganga Dutta Awasthi, member of the National Planning Commission, joined the discussions, along with officials from the respective ministries, secretaries, and parliamentary committee staff. The event was attended by approximately 35 participants, ensuring a diverse and informed dialogue.
Mr. Prakash Pantha, Executive Director of the Federalism and Localization Center, opened the program by emphasizing its significance in fostering intergovernmental dialogue and improving budget allocation practices. Following this, Dr. Khim Lal Devkota, Chairperson of FLC, presented an in-depth analysis of the budgetary processes and allocation frameworks. His presentation highlighted both challenges and opportunities faced by the Ministries of Agriculture and Labor in the context of Nepal’s federal structure.
The event followed a participatory methodology designed to encourage meaningful dialogue and engagement. It built upon discussions initiated during a session held the previous day, which focused on the Ministries of Education and Health. Today’s program provided a platform for key stakeholders to share insights, address challenges, and propose actionable recommendations for enhancing budgetary efficiency and equity.
The interactive exchanges among policymakers, ministry officials, and parliamentary representatives underscored the importance of transparent and evidence-based budget mapping for strengthening federal governance. The Federalism and Localization Center remains committed to fostering informed decision-making processes through such interaction programs, addressing critical aspects of governance and development.
