First Annual General Assembly Convened Successfully
August 10, 2025
The first General Assembly of the Federalism and Localization Centre (FLC) was held on 24–25 Sharwan 2082 (August 9–10, 2025) at the Provincial Center for Good Governance of Bagmati Province, Jawalakhel, Lalitpur. The assembly was chaired by the Chairperson of the organization, Dr. Khimlal Devkota. Board of Director, Mrs. Dil Kumari Rawal Thapa (Parbati) welcomed the members and highlighted the activities the organization has undertaken over the last one year. The Executive Director, Mr. Prakash Pantha, conducted the program.
The Program Director, Mr. Prahlad Lamichhane, presented the Annual Progress Report and Financial Report for the fiscal year 2081/82, along with the proposed programs and budget for the upcoming fiscal year 2082/83.
Board Members Mr. Kabindra Kumar K.C., Mr. Ganesh Bahadur Bishwakarma, Mr. Gopi Bahadur Sarki Achhami, Dr. Jayakant Raut, Dr. Dipendra Rokaya, Ms. Nima Lama, Ms. Meena Lama, Ms. Rachana Khadka, Mr. Radheshyam Adhikari, Mr. Murari Subedi, and Mr. Mohan Pariyar, among others, shared their important views on the proposed programs and budget. Broadly they shared some common areas that FLC has to focus: creating FLC as a National Resource Centre that bridges the gaps the federal pursuit faces in today’s time. Likewise, they suggested ways to engage with provincial and local governments in more effective ways.
The General Assembly presented, discussed and endorsed the organization’s Financial Administration Regulations (FAR), Gender Equality, Disability and Social Inclusion (GEDSI) Policy, Child Protection Policy, Policy on Protection from Sexual Exploitation and Abuse (PSEA), and the Code of Conduct.
Moreover, Advocate Krishna Prasad Bhattarai, the election officer conducted an election to elect Board of Directors in which the following members were elected:
Chairperson: Dr. Khimlal Devkota
Members: Mr. Prakash Pantha, Mrs. Dilkumari Rawal Thapa (Parvati), Prof. Dr. Bhogendra Jha, and Mr. Prahlad Lamichhane.
Similarly, the General Assembly also selected Province Coordinators as follows:
Koshi Province: Mr. Murari Subedi
Madhesh Province: Dr. Jayakant Raut
Bagmati Province: Ms. Nima Lama
Lumbini Province: Mr. Nima Giri
Karnali Province: Dr. Dipendra Rokaya
Sudurpashchim Province: Mr. Ganesh Bahadur Bishwakarma
All the members, visiting guests, and staff present congratulated the newly elected officials and extended best wishes for a successful tenure.
